For Karl.... Lucy's letter is essentially admonishing Southend Council for daring to consider a ban on dogs. The key points can be summarised as follows:

Howl
sniff sniff

yes, thanks for that. I did read the aformentioned letter last night,and discussed the contents with the good lady herself at the LeJog meeting.
